Import and export permits: tool calls for document comparison

Review tool calls for document comparison in Import and export permits. Check document scope, failure paths and source evidence through controlled tests.

What the documents look like

Import and export permit handling takes place before customs declaration, and it determines whether a shipment may lawfully cross the border. This page covers one task inside that work: comparing the contract and transaction materials against the permit documents. The materials involved are the automatic import license, the dual-use item license, the contract, and the product description. These materials are prepared again for each shipment and are not updated on a fixed schedule. The commodity name, specification, quantity, and end user stated in the contract must be checked item by item against what the license records. The product description supports the judgment of which regulatory category applies. The tool call node in this step lets the model decide from context whether to invoke a comparison tool, and that decision depends on whether the tool introduction states the input conditions and the situations in which the tool should not be called.

Two or three industry facts shape this task. First, permit handling sits before declaration, so a comparison result feeds a filing decision rather than a customs outcome. Second, the material set is prepared per shipment, so a comparison applies to one transaction scope rather than to a standing record. Third, the product description is used to judge the regulatory category, which means the comparison covers classification inputs as well as contract terms.

Constraints at the tool calls step

The tool introduction tells the model what the tool is for. The introduction needs to state the input conditions and the situations in which the tool should not be called. Tool parameters divide into fixed parameters for system modules and configurable parameters for plugins. Two key values, the parameter introduction and whether the parameter is required, jointly affect the call decision. When a required parameter exists and the context lacks a suitable value, the model may not call the tool, and a prompt can guide the user to supply the parameter. In advanced orchestration, available tools are connected to the tool call module, and the guidance is to start with a small number of tools and tune before adding more. The tool call termination node ends the current call, stops further tool calls, and stops the AI from summarizing the tool result.

Hypothetical paper exercise sample. A company submits an automatic import license application. The license application records the importer as Company A, the consignee as Company A, the commodity as two CNC machine tools, and the end user as Company A. The attached contract records the seller as Company B, the buyer as Company A, the commodity as two CNC machine tools, and the end user as Company A. The product description records that the machine tools are used for processing in Company A's own workshop. The draft sentence to be assessed is: "The contract buyer matches the license importer, the end user matches, and the commodity and quantity match, so the comparison passes."

Hypothetical starting valueThis paper exercise uses three materials as one groupCompare against a single-material comparison result and observe the difference

The starting value is a hypothetical choice for this exercise, not a documented default. Three materials are grouped because the comparison task spans the license, the contract, and the product description, and a single-material comparison would not exercise the cross-document check.

Three common errors

  1. Writing the tool introduction as a general description without stating the situations for not calling. Input: the three materials in the hypothetical sample are complete. Comparison: whether the tool introduction lists the input conditions. Observable result: when the introduction lacks those conditions, the call decision has insufficient basis.
  2. Treating the parameter introduction as a guarantee of execution. Input: the plugin parameter introduction text. Comparison: the required flag against the actual request parameters. Observable result: when the parameter introduction exists but a required parameter is missing, the model may not call.
  3. Treating retrieval or form collection as authorized execution. Input: the materials in the hypothetical sample are in submitted status only. Comparison: whether the materials record approval or authorization. Observable result: a pending review status does not show that authorization was granted, and a passing comparison is only a draft sentence.

How to verify the setup

  1. Input the three material texts and the draft sentence from the hypothetical sample. Comparison: whether the contract buyer and the license importer are the same entity, whether the end user is the same entity, and whether the commodity and quantity occupy the same fields. Observable result: when the same entity and the same fields agree, the draft sentence holds; when the contract buyer and the license importer differ, the draft sentence does not hold.
  2. Input the license application and the contract from the hypothetical sample. Comparison: whether the license records an approval status. Observable result: when no approval is recorded, a passing comparison does not mean a permit was granted, and the item is recorded as pending verification.
  3. Input the draft sentence and the material texts from the hypothetical sample. Comparison: whether the draft sentence goes beyond what the texts record. Observable result: when the draft sentence claims a passing comparison, check whether authorization was granted; when authorization was not granted, retain the evidence gap and do not supply authorization clauses.

These checks state expected observations and do not claim that a test was run. A similarity score does not act as a category, entity, or permission filter, and retrieval does not perform authorization. Forms collect values, and business verification, approval, database writes, and external synchronization require their stated downstream implementation.
